How Belgian Salary Tax Works
Step 1 — ONSS Social Security
Employee pays 13.07% of gross salary to ONSS. This funds healthcare, pensions, and unemployment. It is fully deductible — reducing your taxable income before income tax is calculated.
Step 2 — Taxable Income
Taxable income = gross minus ONSS (13.07%) minus flat expense deduction (540 euro). The personal allowance is then converted to a tax credit and subtracted from your final tax bill.
Step 3 — Progressive Income Tax
Apply 4 brackets: 25% up to 15,820, 40% to 27,940, 45% to 48,320, and 50% above. Only income in each band is taxed at that rate — not your full salary.
Step 4 — Personal Allowance Credit
The personal allowance of 10,910 euro is converted to a tax credit. The 25% rate is applied to the allowance amount (2,727.50 euro credit) and subtracted from your gross tax bill.
Step 5 — Municipal Surcharge
A surcharge of 6 to 9% is added on top of your federal income tax, depending on your municipality. Brussels averages 6%, Flanders 7%, and Wallonia 8%. This significantly increases the total tax bill.
Holiday Pay (13th Month)
Belgian employees typically receive double holiday pay (vakantiegeld). This amounts to one extra month of salary per year, taxed as regular income. It significantly increases annual gross compared to base salary alone.
